Expanded_Motivation:

The uPhongolo Local Municipality has, through its IDP process, and extensive consultation with respective beneficiary communities residing within the Local Municipality, identified the need to provide subsidised housing in its area of jurisdiction. This process was initiated as a means to address the municipality’s housing need and in doing so improve the living conditions and quality of life of its communities. As such, the Belgrade Housing Project was proposed to assist the Municipality in addressing its housing demand. The project area is located on Portions 1 &3 of the Farm Belgrade No 27 in Ward 5 of the uPhongolo Local Municipality. The project area has a total extent of approximately 202.54 hectares and is situated in Wards 5 of the uPhongolo Local Municipality. The site area is located approximately 35 km North-east of the Town of Pongola and just South of the Eswatini border. Furthermore, the project area is situated on level terrain. The Belgrade site is bisected by an unnamed, singular stream that rises in the central and southern portions of the site and flows in a southernly direction towards the Nyamane river The site falls part of the endangered KaNgwane Montane Grassland. Currently, the project area is used predominantly for subsistence agriculture with low-density residential. The dominant land cover within the study area is described as “subsistence agriculture”. Belgrade is an existing informal settlement lacking formal infrastructure services. The proposed project is the densification of the existing settlement, which is aimed at providing suitable housing and adequate sanitation to beneficiaries within the uPhongolo Local Municipality. The existing houses and their respective properties will be left intact.
